Yorkshire Water's £3bn Decade Plan: What It Means For Your Bid

Yorkshire Water has launched early market engagement for a £3bn infrastructure works programme spanning AMP9 and AMP10. The company is inviting contractors and suppliers to help shape the procurement model for a 10-year framework expected to run from April 2028 to March 2038, with annual spending of around £330m.

What this means for your hours and margin

For most SME contractors, the biggest cost isn't materials or labour — it's the time spent chasing one-off jobs. Tendering, site visits, quoting, chasing payment: all of it eats hours that never make it onto an invoice. A 10-year framework changes that maths. Win a place on one lot and you're not re-tendering every few months; you're delivering against agreed rates for years.

Worked example: say a groundworks firm currently spends 15 hours a week chasing new quotes, of which maybe 20% convert. That's roughly 780 hours a year spent bidding, for a conversion rate that barely covers the admin cost. Secure a slot on a framework lot instead, and that bidding time collapses to renewal and variation work — call it 150 hours a year. The other 630 hours go straight back into billable site time. At even £35 an hour that's over £22,000 a year clawed back before you've laid a single extra brick.

The catch is that early market engagement is exactly where the terms get set — rates, risk allocation, payment cycles, retention rules.
